As previously reported by Spot, plans are in place to stop disconnecting businesses from the power grid due to electricity debts. The president has instructed that repayment of these debts be allowed in installments.
The roadmap to the president's decree dated December 27 (provided in Uzbek) states that legal entities will be permitted to pay electricity bills using corporate cards through mobile applications. The Central Bank, Ministry of Digital Technologies, "Regional Electric Networks," and "Hududgazta'minot" have been tasked with developing a draft regulatory document to be submitted by February 2025.
A system for maintaining "single personal accounts" for corporate consumers in Uzbekistan is also set to be implemented. "Hududgazta'minot" must issue an internal order in January and ensure its practical application in regional branches.
Additionally, there is a directive to complete the integration of the Hududgaz Corporate software of the state company "Hududgazta'minot" with the my.soliq.uz program of the Tax Committee to ensure online monitoring of natural gas consumption.
At the same time, electronic invoices (E-invoices) must be sent to wholesale consumers within the reporting month "without errors and in full volume."
The Ministry of Energy and "Hududgazta'minot" have been assigned to develop a draft Cabinet of Ministers decree regarding amendments to the Natural Gas Usage Rules by March 2025. As part of this:
- In the event of late payment for natural gas supply, the consumer must be automatically notified (via voice call or SMS) of the need for payment;
- If payment is not made within one working day, gas supply will be suspended.
