As previously reported by Spot, Shavkat Mirziyoyev approved a state program for 2025 by decree on February 7. The document outlines measures for the development of a "green" economy and energy sector.
Starting September 1, a special platform for the certification of "green entrepreneurs" will be launched. This status will be awarded to companies that achieve target indicators in the following areas:
- afforestation – creating "green belts," implementing drip, sprinkler, and container (bag) irrigation;
- energy conservation – introducing energy-efficient equipment and energy-saving technologies;
- reducing impact on the environment, online monitoring of atmospheric emissions;
- implementation of circular economy principles (7R).
"Green" enterprises will earn additional points in the business sustainability rating and be exempt from environmental inspections.
They will also receive support for promotion abroad. "Green" developers will be given priority on the "Transparent Construction" platform (Shafaf Qurilish).
For enterprises with a high environmental impact, a range of benefits will be introduced for the implementation of environmental protection solutions regarding compensatory payments for damage to nature. They will be reimbursed up to 50% of payments for installing air monitoring stations, and for the installation of dust collectors, gas, and water filters – up to 70%.
Manufacturers of burned and raw bricks will pay a resource extraction tax starting in 2026 at a doubled rate, with further increases planned. Initially, it was proposed to raise this rate tenfold.
Companies that switch to the production of foam blocks and gas blocks will receive priority on "Shafaf Qurilish." When designing and constructing apartment buildings, a mandatory requirement for irrigation systems using wastewater, rainwater, and technical water will be introduced; however, the decree did not include parking requirements.

As part of "green" financing, €200 million is expected to be received from the European Bank for Reconstruction and Development. €20 million will be allocated by the German Society for International Cooperation (GIZ) for reducing emissions in the production of nitric acid.
The World Bank plans to attract $10 million for a project to reduce methane emissions in the energy sector and another $7.5 million as part of the iCRAFT project. Additionally, $6.5 million is expected to be allocated from South Korea through the Global Green Growth Institute (GGGI).
