As reported by Spot, Shavkat Mirziyoyev has signed a decree aimed at creating conditions for the development of the service sector. The document instructs the transfer of 11 types of public services to the private sector.

Additionally, the president approved the inclusion of passenger transportation by light vehicles in the list of activities permitted for self-employed citizens, on a permanent basis. Currently, the list contains 104 items.

Transportation can be conducted based on a license card. This card will specify information about its holder and the vehicle, as well as the territory of operation and the validity period.

The fee for issuing a taxi license will be 1 BRV (375,000 sums) per year. Citizens engaged in other fields under an employment contract can also participate in transportation after registering as self-employed.

Taxi drivers must undergo an annual medical examination at state clinics or private medical institutions included in the UzTrans database. Furthermore, an annual technical inspection of the vehicle is mandatory for them.

A light with a TAXI sign must be installed on the roofs of vehicles used by self-employed carriers. However, there is no requirement to install a green light on the windshield, a meter (taximeter), or cash register equipment.

A temporary order allowing self-employed individuals to engage in private transportation was introduced in July 2022 and came into effect in September of the same year. To do this, one must register as self-employed (if not already done), apply for permission at the State Services Center or through the EPIU, and pay the fee.

Private carriers are not obligated to pay taxes. However, they may choose to pay a social tax of 1 BRV annually to increase their service record and gain eligibility for pension benefits.

According to data from the Tax Committee, at the beginning of this year, there were over 700,000 individuals involved in private passenger transportation in Uzbekistan. Of these, about 450,000 registered during 2024.
