While tax revenues in Syrdarya and Jizzakh increased by 20 percent, Khorezm, Bukhara, and Kashkadarya faced criticism for not achieving 7 percent.

For instance, of the 18,000 catering establishments recognized as legal entities, only 2,300 are VAT payers. This is because they opened 3-4 firms in one kitchen to keep their turnover below 1 billion soums.
