The legislative chamber has adopted amendments to the legislation during the second and third readings, related to the licensing process for bookmakers and the organization of risk-based games online. This was reported by the press service of the Oliy Majlis.

It is planned to establish norms aimed at regulating the operations of online casinos, bookmakers, and lotteries. Specifically, the bill proposes the introduction of restrictions on participation for citizens with "excessive gambling addiction" (ludomania).

The new law defines categories of citizens who are prohibited from participating in gambling activities. It also outlines the procedure for maintaining a registry of individuals dependent on gambling.

Alisher Kadyrov suggested adding a provision to the law that would allow parents to prohibit their children from participating in games. He stated that this would help prevent the "destruction of entire families."

The head of the "Milliy Tiklanish" faction also emphasized that his party initially opposed the legalization of gambling. They support stricter regulation only because "the issue could not be resolved through prohibition," Kadyrov added.

Shavkat Mirziyoyev signed a decree on the legalization of gambling activities and betting in April 2024. The National Agency for Prospective Projects justified the decision by stating that "prohibitions are essentially ineffective" and that restrictions have led to currency outflows, the spread of ludomania, and fraud.

In early December, the Cabinet of Ministers approved the requirements for organizers of gambling and bookmakers. The decree defines the minimum requirements for authorized capital, the size of the reserve fund, as well as the registration process for players and other conditions.

Licenses for bookmakers and online casinos are issued by the NAPP for a period of 5 years. The fee for obtaining a license is 500 BRV (187.5 million sums), and for modifications, it is 250 BRV (93.75 million sums).
