Shavkat Mirziyoyev signed a decree on January 28 regarding the development of the pharmaceutical sector, as reported by the Ministry of Justice's legal information channel.

According to the document, the Agency for the Development of the Pharmaceutical Industry (Pharma Agency) will monitor and account for investment projects being implemented by regional pharmaceutical enterprises. It is tasked with the digitalization of the sector and the implementation of online systems.

Additionally, the Pharma Agency will be responsible for the production of dietary supplements and cosmetics. The agency is instructed to take measures for the localization of production, as well as the introduction of advanced global practices and standards.

By the end of the year, the laboratory of the Center for Pharmaceutical Product Safety must undergo prequalification by the World Health Organization. This procedure is intended to confirm its compliance with international best standards.

No later than July 1, the goal is set to organize five exemplary plantations of medicinal plants. By 2026, enterprises for processing the products grown on these plantations should be operational.

An investment fund for promising pharmaceutical projects is planned to be established. Another fund will provide venture financing for startups in areas such as biopharmaceuticals, cell technologies, and oncology.

The decree also provides for the establishment of a state institution called Pharm Service. Its mission will be to consult pharmaceutical enterprises on the implementation of advanced standards and provide them with marketing services.

The head of state announced the creation of an investment fund for the pharmaceutical sector, allocating $100 million to it by December 2024. An additional $10 million will be allocated to a venture company under "Asakabank" for financing medical startups, while grants totaling 20 billion soums will be directed to support new developments.

At the same time, the president announced the extension of customs benefits for pharmaceutical enterprises until 2028. Furthermore, he supported the proposal to switch all pharmacies, regardless of their turnover, to VAT payments.
