According to the statement made by Josep Borrell at a press conference following the Ukraine-EU Association Council in Brussels, the European Union has transferred the first tranche of aid to Ukraine in 2024, totaling €4.5 billion under the Ukraine Facility program (Ukraine Facility is a financial instrument of the EU with a total fund of €50 billion for the reconstruction of Ukraine). This amount covers funds for the first three months of the new year—from January to March.

“Today, we made the first payment of €4.5 billion out of €50 billion to support the recovery, reconstruction, and modernization of Ukraine. Tomorrow, the European Council will discuss how to further accelerate Ukraine's accession,” Borrell stated.

As reported by the European Commission, Ukraine will receive the second tranche of aid in April, amounting to €1.5 billion. By the end of the year, the EU plans to send €21 billion in military aid to Kyiv.

On the eve of the two-day EU summit taking place on March 21-22, Josep Borrell proposed using 90% of the income from reinvesting frozen Russian assets for military aid to Ukraine through the European Peace Fund, while the remaining 10% would be allocated through the EU budget.
