As previously reported by Spot, the "Development Strategy" center has introduced a draft presidential decree regarding the state program for 2025.
The plan includes measures aimed at ensuring environmental sustainability and the rational use of natural resources. It is expected to achieve an annual savings of an additional 2.5 billion cubic meters of water.
To achieve this, 1,000 km of channels will be concreted, and water-saving solutions will be implemented on 1.6 million hectares of agricultural land. Additionally, it is proposed to reconstruct irrigation systems to improve water supply for 390,000 hectares of land.
Furthermore, the program encompasses the modernization of pumping stations with the installation of energy-efficient pumps and electric motors, as well as solar panels. It is instructed to install 955 water metering devices on main channels and water facilities.
To enhance water supply, it is planned to construct and reconstruct water supply and sewage networks over 1,800 km. The introduction of quality monitoring at water utility enterprises is also anticipated, along with strengthened control over waste discharge into water bodies.
It is proposed to increase accountability for unauthorized ground concreting and construction in green zones around apartment buildings. When constructing high-rise buildings, the design of irrigation systems using wastewater, rainwater, and technical water, as well as above-ground and underground parking, will become mandatory.
The land tax and the tax for subsoil use in the production of burnt bricks will see a tenfold increase. Enterprises that establish the production of foam blocks and gas blocks will be prioritized on the "Transparent Construction" platform to encourage the transition to alternative technologies.
Encouraging the creation of aparthotels and capsule houses in mountainous areas and along water bodies will be another priority. For these purposes, it is planned to attract $500 million in investments.
Earlier, Spot reported that for buildings taller than 16 floors, shopping complexes, and parking lots, the development of construction regulations has been commissioned.
