The Ministry of Transport has announced a tender for the implementation of the first phase of the project to construct the toll road from Tashkent to Andijan.
The tender is organized with the participation of the Ministry of Economy and Finance and the Committee of Motor Roads. The main consultant for selecting a private partner is a consortium comprising PwC, British firms Arup and Partners, and CMS Cameron, engaged with the support of the World Bank.
The first phase includes the design, construction, financing, operation, and maintenance of the road along the route Tashkent – Angren – Kamchik Pass, which spans 171 km. The Cabinet approved the project concept on January 21.
The selection process will occur in two stages. In the first stage, companies are invited to submit a request for preliminary qualification (RFQ), after which the candidates who pass this stage will need to provide technical and financial proposals for the project.
A long-term public-private partnership agreement will be signed with the winner of the tender. All interested parties with experience in road construction are invited to participate.
Prequalification applications, as well as inquiries regarding the RFQ submission process, are accepted at the email addresses of Uzavtodor ([email protected]), the PPP Development Department of the Ministry of Economy and Finance ([email protected]), and the consultants ([email protected]).
The deadline for submitting applications is April 21, 18:00 Tashkent time.
The project for the toll road from Tashkent to Andijan has been under discussion since 2019. A new tunnel is planned to be constructed at Kamchik. The PPP Development Agency estimated the toll for the future road for passenger vehicles at $5–6.
Deputy Minister of Transport Jasurbek Choriyev reported at TMIF-2024 that the cost of the toll road from Tashkent to Andijan is estimated at $4.65 billion. According to a revised estimate presented last October, the nominal cost of the project for 2023 is projected to be $4.28 billion.
The first stage of the tender was planned for March of this year, and the second for October. The winner is expected to be determined by April 2026. The highway will be constructed in approximately 6 years in three phases: Tashkent – Angren (78 km), Angren – Pap (93 km), and Pap – Andijan (143 km).
