On January 27, Shavkat Mirziyoyev held a meeting regarding the state program project "Year of Environmental Protection and Green Economy," which has been open for public discussion for a month. This was reported by the presidential press service. The document was reviewed by 11 million citizens, leading to the inclusion of over 100 proposals.
In recent years, the share of "green" energy in the overall power structure has reached 16%, and this year it is planned to increase this indicator to 26%. To achieve this, 16 large solar and wind power plants with a capacity of 3.5 GW, 5 large hydroelectric power stations with a capacity of 160 MW, and energy storage facilities with a capacity of 1.8 GW will be put into operation.
The head of state instructed to additionally develop projects with a capacity of 1 GW.
Moreover, the installation of solar panels in state enterprises, industrial and service complexes, as well as in homes will continue to be encouraged. Credits amounting to 2 trillion sums will be allocated for these purposes. Based on the experience of School No. 19 in the Bayavut district of the Syrdarya region, the implementation of heat pumps in kindergartens, schools, and hospitals will be expanded.
This year, the goal is to maintain economic growth at a level of no less than 6% and to increase GDP to over $125 billion. To achieve this, rationality and savings have been identified as key factors.
In this regard, Deputy Prime Minister, Minister of Economy and Finance Jamshid Kuchkarov has been tasked with developing a program to reduce costs by 15-20% and increase added value through energy efficiency.
The president emphasized that it is time to transition to a resource-saving economic model.
For instance, in the electrical engineering, automotive, pharmaceutical, and food industries, the added value per ton of energy consumed is 15-20 times higher than in the chemical, construction, and textile sectors.
The task has been set to develop industries with low energy consumption and high added value, as well as to ensure resource conservation in the aforementioned sectors. Energy audits will be conducted, and energy-saving technologies will be implemented at 400 large enterprises with high energy consumption.
This year, 15% of production and infrastructure projects will be environmentally friendly, with that share expected to reach 30% by 2027 and 55% by 2030.
To support low-carbon projects, $300 million will be attracted from the EBRD, the World Bank, and other organizations.
When constructing energy complexes, equipment and components worth $4 billion will be produced at domestic enterprises. This will increase the share of the "green component" in large projects from 25% to 31%.
In the past three years, 698 gardens and 316 public parks have been created. Green areas covering approximately 2 million hectares have been established on the dried seabed of the Aral Sea. This year, 18 forestry enterprises specializing in seedling cultivation will be established.
Based on the principle of "science-project-practice," selection work will be intensified, seed-growing laboratories, intensive experimental plots, and "mother" plantations will be organized. This year, it is planned to grow 123 million seedlings in these enterprises. Additionally, the platform "Yashil olam" will be launched, where seedlings can be purchased online.
Businesses that green their territory and utilize environmentally friendly equipment and materials in production will be granted the status of "green entrepreneur," which will be reflected in the entrepreneurs' rating. They will receive comprehensive support in obtaining a "green certificate" and finding new sales markets.
