Shavkat Mirziyoyev approved new measures to support farmers and household plots on February 14. The presidential decree is available on Lex.uz.
The document outlines the steps announced by the head of state at the end of January. The Ministry of Employment and Poverty Reduction has been assigned several tasks related to the development of farmers and household plots, as well as their effective use of land.
The Ministry of Employment will keep track of agricultural products grown in the mahallas. It will also organize monitoring of seed and seedling planting, greenhouse construction, and the production of export-oriented products with the involvement of businesses.
A council for the development of household and farming activities will be established, headed by the chairman of the Business Development Bank, Sakha Annaklichev. It will include leaders from the Quarantine Agency, the Agricultural Development Agency, the Central Bank, Uzpromstroybank, Asakabank, Agrobanka, MKBank, the People's Bank, and Alokabank.
One of the main tasks of the council will be to expand production for export. This includes both cultures supplied abroad (apricots, grapes, peaches, cherries) and products with high export potential (apples, pears, lemons
It has been tasked with increasing the standardization of export agricultural products to cover 75% of household plots and lands under long-term lease in regions with export agricultural specialization. Their experience will later be disseminated to other areas.
Additionally, the council will need to organize specialized companies to increase the volume and expand the geography of agricultural product exports. They will be responsible for creating national agro-brands and improving product quality.
The council will also be responsible for support mechanisms for household plot owners who are establishing greenhouses and implementing innovative agro-technologies. It is tasked with organizing financing and leasing for businesses constructing small and medium-sized agro-logistics centers.
Another task of the council will be to maintain a ranking of exemplary household plots, greenhouses, and mahallas based on types of products. It is expected that this will contribute to the formation of agricultural product brands and support for agribusiness.
Starting March 1, the tax accounting for agricultural products purchased by enterprises from individuals for export will be simplified. Information submitted about them to the tax authorities' database in electronic form will be equated to incoming documents.
