As previously reported by Spot, Shavkat Mirziyoyev signed a decree on February 21 aimed at developing the housing and mortgage markets.
The decree clarifies the procedure under which renovation programs will be implemented. Starting from March 1, permission to commence work will only be granted after a notarized agreement is signed with all owners of the affected properties.
At the owners' request, compensation will be provided in one of the following forms:
- allocation of a finished apartment with an area of at least equal to that of the old one in the newly constructed building, as well as reimbursement for moving expenses and temporary housing rent;
- full reimbursement of the market value of demolished residential and non-residential properties;
- another form of compensation—by agreement with the initiator of the renovation project.
Starting May 1, all permitting processes related to construction will be conducted online through the "Transparent Construction" system.
To obtain a permit for housing operation, only conclusions from the Construction Inspection and fire supervision authorities will be required. The practice of conducting instrumental and technical inspections for housing registered with the Construction Inspection will be abolished.
