It was noted that a series of significant measures are planned for 2025. In particular, over a thousand educational programs will be enhanced based on the curricula of universities from the top 300 institutions. Forty-five educational programs will undergo international accreditation. All students will have access to registrar office services, and an additional 50,000 students will be involved in dual education.

It is intended to raise the scientific potential in higher education to 55 percent and to upgrade the qualifications of 5,000 educators abroad. There are also plans to increase the number of advanced engineering schools to 25 and to boost the value of joint projects with industrial enterprises tenfold.

As is known, the principle of "test first, then choice" has been introduced for university admissions, and government grants are now allocated based on students' abilities. In 40 universities that have gained financial autonomy, registrar offices have been established. As a result, the staff of deans and departments has been reduced by 20 percent, and 30 types of services have been transitioned to a digital format.

Based on this experience, directives have been issued to create similar offices in other universities and to implement a unified digital system encompassing educational and scientific services.

To deepen the integration of education and practice, dual education is being implemented. Currently, 15,000 students are attached to 957 enterprises. However, interest from enterprises in this form of collaboration remains low. In this regard, it has been proposed to incentivize companies participating in dual education.

At a video conference on June 20, 2024, the head of state instructed the establishment of a technical university and advanced engineering schools in each region. To date, technical universities have been opened in Termez, Andijan, and Karshi, along with 8 engineering schools.

During the meeting, projects for the creation of technical universities in Nukus, Bukhara, Fergana, and Namangan were presented. These projects include the opening of new specialties, the introduction of foreign programs, expanding student participation in scientific and innovative work, and attracting industrial partners to universities.

Overall, due to the consolidation of 35 educational institutions, it is planned to establish 22 technical universities. By the end of the year, an additional 17 engineering schools are scheduled to open.

In recent years, the scientific potential of universities has increased from 41 to 45 percent. However, most scientific research does not address current trends in industry and production.

In this regard, instructions have been given to pay more attention to driving sectors of the economy when distributing doctoral quotas and to improve the process of awarding academic degrees and titles. The necessity to elevate the professional development of educators to a new level has been emphasized.

The education of youth also requires special attention to issues of enlightenment and sports. In this direction, programs such as "Five Initiatives," "Maъriifat ulashib," "Student Sports League," "Zakovat," and others are being implemented. The meeting reported on measures to fully engage students in spiritual, educational, sports, and intellectual projects, as well as to strengthen patriotic feelings among the youth.
