During the fourth plenary session of the Senate, the Law on "Approval of the Concept for Ensuring Citizens' Freedom of Conscience and State Policy in the Field of Religion in the Republic of Uzbekistan" was discussed.
The country is undergoing large-scale reforms in all areas of life, with significant changes taking place on the path to societal renewal. These noble efforts also play a crucial role in further strengthening religious and national values.
The restoration of historical monuments and pilgrimage sites, the establishment of mosques and madrasahs, the conducting of national and religious ceremonies, as well as the traditional holidays of the Uzbek people and those living in Uzbekistan, are vivid evidence of this.
Notably, the quota for performing the Hajj pilgrimage for citizens of Uzbekistan has been tripled, while quotas for performing Umrah have been completely lifted. To showcase to the world the religious and educational potential of our great ancestors, the International Islamic Academy of Uzbekistan, the Center for Islamic Civilization of Uzbekistan, and international research centers named after Imam Bukhari, Imam Maturidi, and Imam Tirmidhi have been established and commenced their activities.
The law and concept approved by the senators establish the guarantee of citizens' right to freedom of conscience and the implementation of constitutional provisions regarding the secular state of the Republic of Uzbekistan, as well as define the goals, tasks, principles, priorities of state policy in the field of religion, and the mechanisms for their implementation.
Additionally, to ensure effective parliamentary oversight of the implementation of the main tasks defined by this document, the establishment of a parliamentary commission is planned.
The adoption of the Concept serves to improve the organizational and legal foundations for the development of a model of relations between the state and religious denominations, based on ensuring religious tolerance and interfaith harmony, and to strengthen an atmosphere of friendship, social accord, and solidarity in society.
The law has been approved by the senators.
