Driving schools have reopened in the Surkhandarya region following a Senate inquiry, according to the press service of the Senate of the Oliy Majlis.

On January 7, Abdulkhakim Eshmuratov, the head of the Senate Committee on Judicial and Legal Affairs and Anti-Corruption, submitted a request regarding the issues surrounding the licensing of driving schools in the Surkhandarya region. Due to the lack of licensed driving schools in the area, residents were compelled to take their driving tests in the Kashkadarya region.

The Road Safety Service of the Public Security Department of the Ministry of Internal Affairs responded to this Senate inquiry. According to their response, on January 7, the Road Safety Service accepted a request from 14 driving schools under the "Vatanparvar" organization regarding licenses through an electronic system.

The request was processed accordingly, and the issue of granting licenses to the driving schools was resolved positively. On January 16, licenses were issued to the Muzrabad district training sports and technical club of the "Vatanparvar" organization.

On January 17, licenses were granted to the driving school of the "Vatanparvar" organization in the Denau district, as well as to the training sports and technical clubs in the Uzun district. Similarly, other driving schools are also receiving licenses.

Additionally, construction work is underway by an entrepreneur on a designated plot of land in the Surkhandarya region to create an examination center and a driving range.

Once the construction is completed and the facility is put into operation, driving tests will be conducted in accordance with the legislative requirements, as stated in the Ministry of Internal Affairs' response.

Licensing of Driving Schools

Shavkat Mirziyoyev instructed the transfer of the licensing function for driving schools from the State Inspection for Supervision of Education Quality to the Ministry of Internal Affairs in February 2022. A year later, in February 2023, the president approved the relevant amendments to the legislation.

Prior to this, the Cabinet of Ministers approved a regulation on the ranking of driving schools, which is determined based on the qualifications of instructors and the driving performance of graduates (including accident rates). The government also established requirements for the training schedule in driving schools and for the vehicles used in examinations.

In August 2023, the Cabinet of Ministers outlined the licensing process for driving schools, stating that the review of applications in the Ministry of Internal Affairs would take 15 working days instead of 9. In the winter of 2024, the Ministry of Internal Affairs defined the requirements for training and examination driving ranges.
