This was stated on January 23 during a video conference chaired by President Shavkat Mirziyoyev, where the results of the work carried out in 2024 under the mortgage program and plans for 2025 were discussed.
During the meeting, the head of state expressed dissatisfaction with the progress of the work, particularly in the "Yangi Uzbekistan" districts.
- The construction of the "Yangi Uzbekistan" districts is part of presidential policy. They contribute to the improvement of regions, enhance the culture and education of residents, change their worldview, and boost trade and the service sector, - emphasized Shavkat Mirziyoyev.
In this regard, a new procedure will be established, according to which the design of the "Yangi Uzbekistan" district should take no more than two months, and construction must commence within three months. If this requirement is violated, the land will be re-auctioned. The project expertise is allowed to be conducted in a maximum of 15 days.
This year, 1.2 trillion sums will be allocated for the infrastructure of such districts.
With the introduction of the "escrow" system, developers will have the opportunity to attract up to 1 billion dollars in working capital at a lower interest rate. Financing and construction can proceed simultaneously. Citizens will be able to obtain a mortgage loan and subsidy already at the initial stage of construction and, if desired, sell the property even before the completion of the project.
For reliable developers, another opportunity arises: as soon as 50 percent of the residential facility is built, citizens will be able to receive loans and subsidies. This procedure will apply not only to preferential but also to commercial mortgage loans.
Construction organizations will be exempt from paying land tax from the start until the end of construction, but for no more than 12 months. If the project is not completed on time, the developer will pay double the land tax.
Ten percent of the land allocated for the "Yangi Uzbekistan" district will be auctioned as a single lot for the construction of commercial buildings. Moreover, if private kindergartens are opened on the first two floors of residential buildings, their activities will be supported through exemption from property tax.
In total, 100 "Yangi Uzbekistan" districts are planned to be built by 2030. Land plots for this purpose will be allocated 1-2 kilometers from the boundaries of district centers or cities designed for a population of at least 70,000 people. Each such district is planned to comprise 2,000 apartments with a total area of 100,000 square meters.
To ensure quality organization of work, a company named "Uz uyim" ("My Home") will be established, involving modern managers. It will be responsible for land selection, design, construction, and further operation of the "Yangi Uzbekistan" districts.
The goal is to attract international experts and develop a housing policy strategy for the next five years.
Particular attention during the meeting was paid to issues of quality and control in construction. It was noted that these processes will be simplified.
Specifically, builders will be able to agree on completed projects online with the relevant authorities through the "Shaffof kurilish" platform. The compliance of the constructed facility with the project will be checked by the Construction Control Inspection, which will also issue a conclusion after the completion of construction. If necessary, other specialized experts will be involved. The laboratory that checks seismic resistance during construction will provide a final report at no additional cost upon completion of the work. To put the building into operation, only the conclusions of the construction inspection and the fire safety service will be required instead of the current seven agencies.
The general plan for the city of Tashkent has recently been approved. It has been stated that there is a need to combine the stages of issuing architectural planning assignments and construction permits, reducing the waiting time by half. This system will be implemented in other regions starting from 2025. At each stage—from land acquisition to building commissioning—there will be a unified digital monitoring system available.
To attract more reliable developers to the sector, land plots for the construction of apartment buildings at auction can only be purchased by legal entities that are VAT payers.
Currently, 15,000 apartment buildings do not have properly documented adjoining territories, thus the boundaries of the parcels serviced by management and service companies are undefined. An order has been given to clearly delineate such parcels, assign them to management companies, and engage in landscaping and environmental protection. The necessity to legally formalize contractual relationships and regulations regarding green zones has been emphasized.
In 2025, the country plans to construct multi-apartment housing comprising 120,000 apartments. Additionally, in New Tashkent, housing for 15,000 apartments is planned. These buildings will be powered by "green" energy. For reliable energy supply, the private sector will install electricity storage systems with a capacity of 100 megawatt-hours.
In New Tashkent, heating and cooling of buildings will be provided through centralized trigeneration. This will reduce electricity consumption in the summer period by four times. Requirements for increased energy efficiency will be implemented in all buildings and structures. The transport and lighting infrastructure, as well as charging stations, will be exclusively "green."
The topic of renovating old homes was also addressed. As a result of such a program, the efficiency of land use will increase by 4-5 times, and communication costs will be halved. But most importantly, it transforms the lifestyle of residents, drastically improves living conditions, and contributes to job growth and economic development.
This work has already begun in the cities of Jizzakh, Margilan, Kokand, Shahrisabz, Karshi, as well as in the Dustlik district and one of the capital's districts. Gradually, the renovation is planned to be expanded to other regions.
