A system of penalty points for drivers is being introduced in Uzbekistan. Shavkat Mirziyoyev signed the relevant law on February 20, as reported by the Ministry of Justice's legal information channel.

Penalty points will be assigned for specific traffic violations committed while operating a vehicle, alongside the main penalty. They will remain valid for one year from the date of the violation, after which they will be automatically removed.

For a single violation, up to 2 points may be assigned. If the total number of points exceeds 12 within a year, the driver may be deprived of the right to operate a vehicle for a period of up to 6 months from the date of the last violation.

The law also introduces administrative liability for:

  • violations during passenger transport;
  • violations while overtaking vehicles;
  • safety violations when operating vehicles powered by compressed natural gas, liquefied gas, or gas motor fuel;
  • hooliganism on the roads;
  • the distribution of photo and video materials about law enforcement officers in a distorted manner, leading to their discreditation.

Additionally, criminal liability is foreseen for the following actions:

  • repeated violations of safety regulations when operating vehicles powered by LNG, liquefied gas, or gas motor fuel;
  • operating a vehicle under the influence of alcohol or refusing to undergo a sobriety test;
  • operating a vehicle after having one's driving privileges revoked;
  • violating the procedures for preparing and conducting exams for drivers of motor vehicles, urban electric transport, and tractor drivers, as well as issuing them licenses;
  • forging license plates for motor vehicles and trailers.

The law takes effect from the date of publication.

As noted by "Gazeta.uz," the implementation of the penalty point system in Uzbekistan was planned according to the Concept for Ensuring Road Safety for 2018-2022. It aimed to develop a draft of the relevant document in 2019.

In the spring of 2022, the president issued a decree mandating the launch of the penalty point system starting December 1 of the same year. At the end of November, the Road Safety Department announced a pilot launch of the system—registering violations without imposing fines—and also mentioned that the draft law on penalty points was being revised.

A year later, in November 2023, the Legislative Chamber adopted a law providing for the assignment of penalty points. However, the Senate returned it for revision in August 2024 due to public outcry over the provisions prohibiting the publication of photos and videos of law enforcement activities “for the purpose of their discreditation.” After revisions, it was approved in January.
