Members of the Oliy Majlis have adopted in the second and third readings a draft law prohibiting the import and circulation of electronic cigarettes (vapes). This was reported by the press service of the lower house of parliament.
The bill was approved in the first reading on January 7. Following the first reading, several amendments were made to the text of the document based on recommendations put forward during discussions in parliamentary committees and factions.
Among other things, it is proposed to exempt individuals who voluntarily surrender the prohibited smoking devices and nicotine liquids from administrative liability.
In the final reading, the bill was supported by 133 deputies present, while five abstained from voting. The document must now receive approval from the Senate before being sent for the president's signature.
Upon its adoption, the production, manufacture, storage, transportation, import, and export of electronic nicotine delivery systems, including electronic cigarettes and their liquids, will be banned. Violations of this prohibition will result in administrative penalties, and in the case of repeated violations, criminal liability.
During the discussion of the project in the first reading, its significance for protecting the health of Uzbeks, including future generations, was emphasized. Minister of Health Asilbek Khudoyarov noted the harmful effects of the substances used in vapes on human health, particularly on brain activity.
In April 2024, the Ministry of Health presented for discussion a draft law on the prohibition of the import and sale of electronic cigarettes (vapes) and tobacco heating systems. It was proposed to introduce administrative and criminal liability for violations of the ban.
