As previously reported by Spot, Shavkat Mirziyoyev is holding a meeting on the topic of housing construction and mortgage lending. There are plans to revise the approach to the creation of the "Yangi Uzbekistan" neighborhoods.

The head of state also noted the increasing number of complaints regarding the condition of homes that have recently been put into operation. Over the past two years alone, more than 5,500 issues have been identified in the housing construction sector, including 74 serious violations of quality requirements.

To address the problem, it is necessary to fundamentally rethink the construction culture among contractors, the president stated. Work should begin at the design stage.

All projects will be subject to approval through the "Transparent Construction" platform, which will identify and address deficiencies early on. Additionally, it is planned to simplify the approval of construction documents, which currently can take up to 2 months.

The construction inspection will check the projects for compliance with plans during the works and upon their completion, and will also involve other experts as needed. Besides this, only the fire safety conclusion will be required for the commissioning of the facility.

The issue of shadow economy in construction was also raised. Over three years, individuals acquired 47 hectares of land for development at auctions, but have not actually started any work.

A procedure will be introduced whereby land for development will only be sold to legal entities that are VAT payers. It is expected that this will attract capable developers to the industry.

Developers will be required to sign a contract with service companies before handing over the building for operation, as well as allocate at least 2% of construction costs for greening. Furthermore, it has been instructed to define the exact boundaries of areas around existing multi-story buildings serviced by management companies.
