In Uzbekistan, there are plans to eliminate VAT for certain services in the transportation sector. This is outlined in the roadmap for the presidential decree aimed at creating favorable conditions for business by December 27, 2024.

The zero tax rate will apply to transport and freight forwarding services, as well as other services related to international cargo transportation under freight forwarding agreements. These include:

  • receipt and delivery of cargo, loading and unloading operations, and storage;
  • arranging cargo insurance;
  • customs clearance of goods and transport;
  • searching for cargo after delivery deadlines;
  • storing cargo at forwarding warehouses and open spaces;
  • providing railway cars and containers for use.

The development of the corresponding legislative proposal is the responsibility of Deputy Minister of Economy and Finance Akhadbek Khaydarov, as well as Minister of Transport Ilkhom Makhkamov. They have been tasked with preparing it by the end of March this year.

By that time, the Chamber of Commerce and Industry, the Tashkent regional administration, and the National Bank of Uzbekistan should submit proposals for the establishment of food and textile logistics centers in the region.

The president also instructed to lift restrictions on the export of certain types of goods and to develop proposals for amendments to the Customs Code. Additionally, it is planned to allow companies with a stability rating of "AAA" to make customs payments in installments.
