The President has instructed to review the Customs Code for compliance with the requirements of the World Trade Organization (WTO). This is mentioned in the roadmap to the presidential decree dated December 27 (in Uzbek).

The document states that the draft Customs Code should be discussed in collaboration with the Public Council for Entrepreneurship Support and deputies of the Legislative Chamber of the Oliy Majlis, along with proposals for its improvement. The responsible agencies are the Cabinet of Ministers, the Ministry of Economic Development and Finance, the Customs Committee, the Chamber of Commerce and Industry, and Parliament, with a deadline set for March 2025.

It is also instructed to eliminate restrictions on the export of "certain types of goods" in accordance with WTO requirements by establishing export duties. The Cabinet of Ministers, the Ministry of Investment and Foreign Trade, and the Chamber of Commerce and Industry are to prepare a draft presidential decree by February 2025.

At the border of the Fergana region and Kyrgyzstan, there are plans to examine the possibility of resuming operations at the checkpoint located in the Kuva district. If necessary, proposals may be made by August 2025.

Additionally, as a measure to support entrepreneurs with an "AAA" stability rating, it is planned to allow them to pay customs duties with a delay or in installments, and to abolish the requirement to transfer funds to the treasury account of the customs authority. The Ministry of Economic Development and Finance and the Customs Committee are to develop a draft regulatory document by April 2025.

On December 20, 2024, Shavkat Mirziyoyev instructed to develop a comprehensively updated draft of the Customs Code that meets the requirements of the WTO and entrepreneurs.
