As previously reported by Spot, the president has signed a decree aimed at the development of housing construction. Starting from July 1, escrow accounts will be introduced in shared construction.

The Ministry of Construction and Housing and Utilities, in collaboration with the Ministry of Digital Development, has been tasked with creating and launching an electronic housing construction platform within the framework of the "Transparent Construction" information system by July 1, 2025.

Developers attracting funds from equity holders must provide the exact address of each construction site, the number of floors, apartments, entrances, non-residential premises, area, and adjacent territory, as well as information about the financing bank and completed projects on the new platform.

Additionally, the publication of documentation, approved project and estimate documentation, positive expert conclusions, start dates for construction, deadlines for commissioning, construction progress, and other relevant information will be required.

For equity participation agreements, the details that are not posted on the electronic platform and not submitted to the cadastral authorities will not undergo notarization, and such agreements will not be subject to state registration. Developers will face penalties for violations.

When registering construction projects, the Ministry of Construction will post project information on the electronic platform for verification by cadastral authorities, banks, and notaries. Buyers will be able to check for permits, ratings, and the developer's past projects.

For projects with approved permitting documentation, the following actions are prohibited:

  • making changes to the layout of premises on the sites and submitting them to architectural and urban planning councils after registration on the electronic platform;
  • making changes and sending project documentation for urban planning expertise before the commissioning of multi-apartment buildings;
  • transferring land plots occupied by sites where construction work is not completed to other parties.

The Cadastre Agency, together with the Ministry of Justice and the Ministry of Digital Development, has been instructed to implement a system for state registration and submission of electronic equity participation agreements to tax authorities by July 1, 2025, ensuring the transfer of rights to demand and pledge to other parties.

Moreover, a Project Office is being established under the Ministry of Economic Development without creating a legal entity, involving specialists and experts on a contractual basis to develop and implement measures within the principle of the "Single Life Cycle of Housing."

The Project Office regularly provides proposals and recommendations for the development of housing construction and also coordinates all regulatory legal acts in this area.

By April 1, 2025, the Project Office has been tasked with submitting proposals to the Presidential Administration for the full implementation of the "Single Life Cycle of Housing" principle, including comprehensive reform of housing construction and addressing the causes that hinder the implementation of project financing.

The Project Office can engage specialists from ministries, agencies, organizations, and research institutions, conduct experimental testing of developed projects, request analytical information, and involve local and foreign consultants.
