The Cabinet of Ministers has approved the procedure for conducting educational activities. The corresponding decree from February 11 has been published in the Lex.uz database.
The document regulates the organization of educational events. These include non-regulated educational activities focused on personal, intellectual, and cultural development, enhancement of creative and communication skills, as well as increasing social and economic engagement.
Individuals or legal entities have the right to engage in educational activities. Furthermore, organizers of educational events can register as self-employed.
If the activities are conducted on a paid basis, the organizer must enter into a written or electronic contract with the participants. This contract must outline the rights, responsibilities, and liabilities of both parties, payment procedures, as well as conditions and timelines for partial or full refunds for substandard or incomplete services.
Educational sessions may be held in the form of courses, lectures, seminars, master classes, marathons, presentations, round tables, and other formats permitted by law. Both individual and group sessions are allowed.
If a session involves a group of 100 or more people, the organizer must comply with the regulations for conducting mass events. Individuals under the age of 14 may participate in activities only with written consent from their parents or legal guardians.
At educational events, the following are prohibited:
- promotion of views that violate the laws of Uzbekistan or "contradict public morals";
- insults, humiliation based on gender, incitement of interethnic or interreligious discord;
- dissemination of false or misleading information;
- calls for illegal actions, including participation in gambling.
In November 2024, Shavkat Mirziyoyev signed a law regulating educational activities. It stipulates fines for violations of educational standards.
Previously, Spot reported that over the past year, the Competition Committee received more than 500 complaints regarding educational centers.
