On January 31 of this year, a meeting of the Senate Committee on Defense and Security took place.
Members of the Senate, chairpersons of the permanent commissions of the Jokargy Kenes of the Republic of Karakalpakstan, regional and Tashkent city Councils of People's Deputies, experts, responsible employees of relevant ministries and agencies, as well as representatives of the media participated in the meeting.
During the session, the Law "On Amendments to Article 244 of the Criminal Code of the Republic of Uzbekistan" was discussed.
As is known, instability, mass unrest, and tensions occurring worldwide undermine peace in states and negatively affect the friendship among peoples. Taking this into account, the discussed Law establishes criminal liability for training aimed at committing mass unrest and financing mass unrest in the republic.
The adoption of the Law ensures the strengthening of responsibility measures for actions related to mass unrest and improves the mechanism for preventing such crimes.
Additionally, the Committee reviewed the Law "On Amendments and Additions to the Criminal Enforcement Code of the Republic of Uzbekistan, Aimed at Creating the Possibility of Conducting Remote Video Visits for Convicts Serving Sentences in Correctional Institutions".
It was noted that the Law aims to further expand the rights of convicts by introducing modern information and communication technologies into the system. Through this, the criminal enforcement legislation is brought in line with international norms. The Law serves to protect the rights, freedoms, and legitimate interests of convicts, creating opportunities for them to conduct remote video visits with close relatives.
Alongside this, during the Committee meeting, the issue of changing the borders of the city of Samarkand and the Samarkand and Akdarya districts of the Samarkand region was also discussed.
It was noted that, according to the proposal of the Cabinet of Ministers, 170 hectares of land in the Samarkand district and 243 hectares in the Akdarya district are to be transferred to the city of Samarkand.
During the meeting, it was mentioned that the draft resolution was discussed in the relevant mahalla citizen assemblies, in the Samarkand city, Samarkand, and Akdarya district and regional Councils of People's Deputies, and the cartographic drawing of the borders and classification of boundary lines was approved.
Furthermore, the draft resolution assigns the government the task of implementing comprehensive measures aimed at changing the territorial boundaries and systematically carrying out the planned tasks.
It was emphasized that with the change of the borders of the district and city, a modern business center "Shirin" will be created, and in this area, it is planned to construct 254 apartment buildings, 19 business centers, 50 social facilities, 89 entertainment and shopping complexes, as well as a historical city.
It was noted that these changes contribute to creating decent living conditions for the residents of the Samarkand region, further improving the architectural appearance and landscaping of Samarkand, increasing the city's attractiveness for foreign and domestic investors, as well as effectively utilizing the city's tourism potential.
As a result of the discussions, the appropriate decisions of the Committee were adopted.
