During the recent session of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, a draft law titled "On Amendments and Additions to the Code of the Republic of Uzbekistan on Administrative Responsibility" was reviewed. This draft aims to address the issue of airborne dust and sand particles at construction sites.
In recent years, our country has been undertaking systematic efforts to protect the environment, ensure ecological safety, make rational use of natural resources, and improve the ecological situation.
However, the expansion of construction activities and urbanization, along with increased emissions of dust and sand particles into the air at construction sites, have led to a decline in air quality. This situation necessitates establishing accountability for officials of construction organizations who violate air protection requirements at construction sites.
Establishment of Accountability
The draft law introduces amendments and additions to the Code on Administrative Responsibility, which set forth responsibilities for non-compliance with air protection requirements at construction sites.
Specifically, the Code is supplemented with Article 85(1) ("Non-compliance with Air Protection Requirements at Construction Sites"). According to this article, violations of mandatory requirements for preventing the uplift of dust and sand particles into the air at construction sites measuring five hundred square meters or more, as well as in adjacent areas and at entry points, or allowing emissions of pollutants into the atmosphere in volumes exceeding permissible standards, will result in a fine for officials amounting to 10 BRV.
Reoffending the same violation within a year after the imposition of an administrative penalty will result in a fine for officials amounting to 50 BRV.
This law aims to enhance the ecological situation, prevent air pollution, and increase the accountability of construction organization officials in environmental protection matters.
The draft law has been approved by the Legislative Chamber of the Oliy Majlis.
