During the second plenary session of the Senate, the Law "On Amendments and Additions to the Code of Administrative Responsibility of the Republic of Uzbekistan" was reviewed.
It was noted that there is a prohibition on individuals keeping certain species of wild animals for the protection and use of wildlife.
Additionally, a list of wild animals that are prohibited for individuals to keep in semi-wild conditions, artificially created habitats, or in captivity has been approved.
It was emphasized that due to the lack of established responsibility in legislative acts for the illegal keeping of wild animals included in this list, there are instances of gross violations of wild animal keeping rules. From 2022 to 2024, 6 cases of serious danger to the life and health of citizens were recorded.
This Law introduces changes to the Administrative Responsibility Code, establishing liability for the keeping of wild animals prohibited for individuals in semi-wild conditions, artificially created habitats, or in captivity, as well as for causing harm to the health of individuals and the property of legal and natural persons, and it also provides for increased penalties for violations of animal keeping rules.
In particular, the Code is supplemented by a new article 921, which states that keeping wild animals prohibited for individuals in semi-wild conditions, artificially created habitats, or in captivity will result in a fine for citizens ranging from five to ten basic calculation amounts with confiscation of these animals.
If such an offense causes harm to the health of individuals or property of legal and natural persons, in the absence of signs of a crime, a fine for citizens from thirty to fifty basic calculation amounts with confiscation of these animals is foreseen.
Moreover, violations of animal keeping rules in cities and other populated areas, as well as the failure of officials to take measures for capturing and keeping stray animals, will result in a fine for citizens from three to five, and for officials from five to ten basic calculation amounts.
If such an offense causes harm to the health of individuals or property of legal and natural persons, in the absence of signs of a crime, a fine for citizens from ten to fifteen, and for officials from fifteen to thirty basic calculation amounts is stipulated.
Senators noted that the Law aims to prevent the illegal keeping of wild animals that are prohibited from being kept, to ensure compliance with the requirements for the keeping of domestic animals, and to ensure the safety of the population.
The Law has been approved by the senators.
