Another meeting of the Council of Heads of Government of the CIS took place in Moscow.

The agenda of the meeting consisted of 10 points. The heads of government exchanged views on relevant topics of economic cooperation within the CIS.

The Prime Minister of Uzbekistan, in his speech, noted that President Shavkat Mirziyoyev pays special attention to further liberalization of trade relations and deepening cooperation with partners in the CIS. In this context, the importance of activating joint efforts to ensure the proper and effective functioning of the free trade zone within the Commonwealth without exceptions and restrictions was highlighted. It was proposed to abolish tariffs and notarial measures applied to certain raw materials and food products.

The participants of the meeting approved a Memorandum of Cooperation in the field of digital transformation of the transport complex. According to the provisions of the memorandum, cooperation among CIS states will be aimed at promoting digital sovereignty by creating, applying, and developing digital platforms and solutions, forming mutually beneficial cooperative ties aimed at developing the information space in the transport sector. Countries will strive to create a modern information infrastructure for the transport complex within the Commonwealth.

Members of the Council of Heads of Government of the CIS signed an Agreement on cooperation in the development of civil shipbuilding and the production of ship components.

An Agreement on training personnel for penitentiary services was also signed. The document provides for the training of relevant specialists through higher education programs – bachelor's, specialist, master's, adjunct programs, as well as additional professional programs.

The dynamic interaction of the member states of the Commonwealth in the field of studying and protecting underground waters, sharing open data and knowledge about them, monitoring transboundary underground water objects, and promoting the development of human resources, education, and training in hydrogeology is targeted by the relevant Development Cooperation Program for the period until 2030 and the Action Plan for its implementation, which were signed by the Council of Heads of Government of the CIS.

The participants of the meeting also adopted a Plan of priority activities in the field of humanitarian cooperation for 2025-2026. The document consists of 10 sections, including over 200 activities, and is intended to coordinate multilateral interaction in the fields of education, science, culture, information and mass communications, publishing, book distribution and printing, sports and healthy lifestyles, tourism, and youth work.

The Plan takes into account the celebration of the Year of Peace and Unity in the fight against Nazism in the CIS in 2025, dedicated to the 80th anniversary of Victory in the Great Patriotic War, and in 2026 – the Year of Health Protection.

The next meeting of the Council of Heads of Government of the Commonwealth of Independent States is scheduled for May 30, 2025, in Dushanbe.
