It has been noted that over 100 schools will be established next year, with 257,000 student places created. State educational programs will be aligned with international standards. The number of schools offering a second foreign language will increase to 420, and those teaching vocational skills will reach 400.

This year, a new assessment system has been implemented in 1,500 general education schools, and it is planned to expand this system to more schools by 2025.

A digital system has been introduced for assigning qualification categories to teachers. Now, educators who successfully advance their category will receive a bonus of up to 70 percent of their salary based on the points they have earned.

The President emphasized the need to improve the process of conducting qualification exams, foster healthy competition, and ensure equal conditions for all educators.

To this end, starting next year, the training programs at regional professional development centers will be revised. A differentiated system for professional development will be implemented for each teacher. Those who do not pass the qualification tests will undergo additional training through a separate program. Five modern pedagogical excellence centers will begin operations in the regions. All centers will be equipped with technology for situational learning and virtual laboratories.

To attract qualified leaders to educational organizations and support their activities, it has been proposed to establish material incentives for school and kindergarten directors, as well as their deputies, funded by additional sources.

The priority will be to ensure harmony between educational and upbringing processes. According to the decree of the President of Uzbekistan dated November 15, 2024, increased attention will be given to the system of initial pre-conscription training for schoolchildren. In senior classes, the number of hours dedicated to military-patriotic education will be increased, and to enhance the prestige of educators in this field, a procedure for granting them military ranks will be introduced.

Before the start of the next academic year, new textbooks for these subjects are planned to be prepared, and teachers with a high level of professionalism will be recruited. Together with the Ministry of Defense, "Schools of Courage" will be established in 208 educational institutions, where adolescents with behavioral difficulties will also be engaged.

On September 30, 2024, another document aimed at further improving the quality and efficiency of preschool education was adopted. According to it, starting in 2025, the position of deputy director of preschool educational organizations will be introduced. New formats for professional development, such as "Methodological Mastery Hour" and "Methodological Mastery Day," will also be implemented.

Next year, it is planned to build 162 preschool educational institutions, open 100 private kindergartens, and establish 1,000 family kindergartens, which will increase preschool education coverage to 78 percent. The interconnectedness of the training programs for school preparation groups and primary classes will be strengthened.

The President has instructed to systematically develop the sector across all regions and to improve the quality of general education, with a special focus on remote areas.
