In particular, it was noted that the Agency for State Asset Management could transfer to the private sector services for conducting exams and awarding categories to realtors and appraisers, the Tourism Committee could provide the service of issuing qualification certificates to guides, and the Inspection for Agricultural Industry Oversight could offer mandatory inspections of agricultural and specialized machinery. It was emphasized that many services in other ministries and agencies could also be easily provided by entrepreneurs.
In this regard, responsible officials have been tasked with taking measures to transfer 11 state services to the private sector by March 1 and an additional 18 by October 1.
Furthermore, each ministry has been instructed to prepare proposals on which services within its system could be transferred to the private sector, including through outsourcing, and which new services could be created. The responsibility for this has been assigned to the Competition Committee.
Additionally, due to the numerous inquiries from entrepreneurs regarding the terms of leasing or privatizing land plots and state property, the meeting set the task of developing and publishing open, transparent, and favorable conditions in this area.
